Safety
The captain decides. Always.
Every flight has one person in charge of the aircraft: the captain, known in aviation as the “pilot in command.” Federal law (14 CFR 91.3) gives the captain the final say over anything that affects the safety of the flight, and that never changes when your specialist is aboard. The specialist briefs the captain on the traveler's plan and recommends what will help, and the captain makes the call.
